Former Deputy Mayor of Barcelona, responsible for the Smart City and Urban Innovation Strategies in Barcelona, leading more than 10 municipal and metropolitan bodies, in charge of the Internationalisation of Barcelona, leading the city branding abroad, attracting investment and connecting Catalan companies to the world, obtained 2015 Juniper Research Ranking the 1st Global Smart City.
He consults for city, national governments and companies on Disruptive Political Agendas, Smart Cities, Urban Development and City/Regional Global Positioning. He is currently engaged in projects all over the world, including Spain, Dubai, Doha, Qatar, Singapore, Istanbul, and Pune. He was also the former Chief Urban Planning and Islands Officer at Neom.

Dr. So is a member of the Hong Kong Institution of Engineers (MHKIE), the Singapore Institution of Engineers (MAEE), a Registered Engineer (REW), a Registered Energy Manager (CEM), a Building Efficiency Certification Professional (CBCP), and a Measurement and Verification Professional (CMVP). In the past over 30 years working experience in IT, energy, and control technology management in both private and public sectors, and currently serve as the General Manager of IGC Smart Connectivity. His analytical experience includes digital twin, smart energy management, and data predictive control systems. Dr. So has developed skills to handle series of simulation and IoT projects on various of aspects in location-based, energy management and engineering design using cloud-based platform.

Responsible for the education and training of cadres of the National Development and Reform Commission and the introduction of foreign intelligence. To preside over or cooperate in the completion of more than 60 major research projects commissioned by the departments of the people's governments at or above the municipal level and by the State Development and Reform Commission and its institutions under the State Council. Participate in technical advisory activities commissioned by ADB, United Nations Development Program, German Economic and Technical Cooperation Corporation, Japan overseas Cooperation Agency and other international organizations. After retiring in 2017, he also served as Secretary-General of the National 13th five-year Plan Expert Advisory Committee, Secretary-General of the National Expert Advisory Committee on Strategic Emerging Industries, Vice Chairman of the Council of the China Association for the Promotion of New Urbanization, and Director of the Expert Committee of the Smart Park of China Development Zone.
